Foreword

The new world order arising from the disintegration of the former Soviet Union and the consequent disappearance of the bypolar system have upset the balance of power which previously created its own form of stability.

After the fall of the Berlin Wall and the end of the Cold War, the world has become unreliable, unpredictable and dangerous owing also to regional crises caused by ethnic, social and religious factors.

PRÉSENTATION GÉNÉRALE

La Conférence sur la Sécurité Internationale qui s'est tenue à Moscou les 4-5 Avril 2018, a comporté la participation de 850 représentants de 95 États, de 30 Ministres de la Défense et 14 Vice-ministres et Chefs d’État-Major Généraux des armées des pays invités, ainsi que de 5 responsables (OSCE, CIS, SCO, CSTO, ICRC) et hauts fonctionnaires (UN, Ligues des États Arabes) des plus importantes organisations internationales.

Are Iran and Saudi Arabia going to war? They are already fighting – by proxy – all over the region. Relations between Saudi Arabia and Iran quickly deteriorated in January 2016 following Riyadh’s execution of Shiite cleric Nimr al-Nimi but their struggle for power dates back to Iran's Islamic Revolution in 1979. Tehran's influence extends today across a broad area of the Middle East from Iran in the east to Lebanon in the west.
