Honoring the memory of ancestors, keeping with their noble endeavors, expressing reverence and respect for the currently living war veterans who dedicated their lives to safeguarding the peace and enhancing the prosperity of the country – all these gracious qualities are characteristic to our people.

President Islam Karimov’s 25April 2013 Decree on “Encouraging the Participants of World War II” has come to be seen as yet another reflection of deference to the memory of our compatriots who fell in the war, of our fathers and grandfathers who fought courageously and returned from the battlefield, of our mothers who overcame heroically all the troubles of those grave times. In accordance with the decree, money rewards and holiday gifts were handed to participants and veterans of war in solemn circumstances across the nation, in cities and districts, villages and mahallas.

PREMESSA

Il limitato successo di ISAF, sino alla svolta impressa dal Generale Petraeus nel 2010 con l'introduzione della nuova dottrina controinsurrezionale (mutuata, peraltro, dalle direttive impartite nel 1982 dal Generale Angioni al contingente italiano in Libano), è da imputarsi essenzialmente alla carenza di conoscenza del contesto storico, culturale, politico, sociale ed economico dell'Afghanistan.

Se a ciò si aggiunge la presunzione e l'arroganza nell'ignorare l'esperienza, le capacità e i “desiderata” locali identificando e perseguendo, invece, obiettivi che probabilmente rispecchiavano standard e criteri occidentali ma che mal si attagliavano alle esigenze e realtà locali, è anche facile comprendere come la popolazione afgana, dopo una favorevole accoglienza iniziale delle “forze di liberazione”, assistesse perplessa, scettica e talvolta ostile alla realizzazione di progetti ritenuti, nella migliore delle ipotesi, di scarsa utilità.

I semi di speranza, di prosperità, di libertà e di pace che erano stati sparsi sul suolo afgano nel 2001, a seguito della disfatta dei Talebani, stentavano a germogliare.

Il continuo mutare di strategie, il totale e cieco affidamento su tecnologia e progresso, l'incapacità di stabilire e mantenere il dialogo, l'ossessione della sicurezza (che manteneva ISAF isolata dalla società afgana), la burocrazia fine a se stessa, il mantra di un “nation building” di difficile comprensione per l'afgano medio creavano un netto distacco tra popolazione locale e prestatori d'opera esterni.

Si era volutamente ignorato come il supporto esterno possa risultare utile nel creare , ad esempio, un sistema bancario o un sistema monetario: ma le istituzioni locali sono sicuramente più efficaci e durature del fumoso “nation building”.

Ciò che ha caratterizzato la condotta delle operazioni in Afghanistan, sino all'arrivo di Petraeus, si può quindi riassumere in: assenza di umiltà, eccesso di ottimismo, mancanza di obiettivi chiari e perseguibili.

Educational policies, economic and political modernization and geopolitics are increasingly strongly intertwined strategies in the context of globalization. The globalization process creates many opportunities but also imbalances changing former balance of power between states. Educational policy is not independent from global geopolitical processes.
